A. ZEKİ VELİDÎ TOGAN’A GÖRE SOVYETLERDE DİL POLİTİKASI

Absract: A. Zeki Velidi Togan (1890-1970) was a Bashkir Turk historian and Turkologist who lived before the 1917 Soviet Revolution and during the revolutionary years, and fought for the freedom and integrity of Turkestan. In addition to his scientific studies, Togan tried to explain in his various writings and conferences the policies implemented by the Soviet Union (or Russia) in order to achieve the aim of separating the Turkish communities under occupation into ethnic elements, destroying their historical roots and ties, restructuring and assimilating them from each other, both inside and outside the country. In these writings and conferences, he frequently touched upon the language policies implemented by the Soviets to achieve their goals as an important subject. Language and culture constitute the most important axis for cooperation and collaboration among Turkic states and communities. The language and culture policies implemented by the Soviet Union, one of the leading actors in the international power struggle in the 20th century, among Turkic states and communities were manifested in the form of de-identification and Russification under the concept of Soviet-style citizenship, by eliminating national identity consciousness. It is possible to establish cooperation in political, economic, military and cultural fields with different models among Turkish communities living in a very wide geography. For this, it is necessary for the subject to be included as a strong desire and will in the relevant state policies and to awaken this awareness in all social dynamics. However, depending on the international power struggles and the influence and guidance of international powers, the fact that the dominant political, religious, cultural and economic leaderships in Turkish states and communities focus their interests and goals in different directions both in their own fields and in social perception has been the biggest obstacle to the idea of “Unity in Language, Thought and Work”. The documents and research that emerged after the collapse of the Soviet Union confirm A. Zeki Velidi Togan's findings about the language and cultural policies implemented by the Soviet Union both within the Union and for neighboring and target countries.
