Following visits from Azerbaijan, Kazakhstan, Kyrgyzstan, Uzbekistan, Kyrgyzstan, Uzbekistan, and Turkmenistan to Ankara, and visits from Ankara to these countries during the disintegration of the Soviet Union, a Summit of Heads of State was convened in Ankara on October 30, 1992. From this period onwards, a Turkic World approach to Turkish foreign policy centered on independent Turkic states emerged. The Turkic World, which is a new area for Turkish foreign policy, entered a new phase with the establishment of an international organization, the Organization for Cooperation of Turkic Speaking States (Turkic Council), in 2009, and the institutionalization process accelerated with the developments that took place simultaneously with the name change of the Organization to the Organization of Turkic States (OTS) in 2021. With the 2040 Turkic World Vision Document announced at the 8th Summit of the OTS on November 12, 2021, the OTS has also proposed a strategy and perspective for the future. The process of carrying the 30-year legacy of relations that started with the 1992 Ankara Summit to 2040 reflects the evolution of both the Turkic World approach of Turkish foreign policy and the relations between Turkic states. This process is not a steady or rhythmic process. It has been a process that has been interrupted and stalled from time to time with the developments and changes in regional, international and Turkish foreign policy. The effects of Turkish states' foreign policy approaches and security threat perceptions also played a decisive role in this process. In this study, a content analysis will be made on the objectives of the OTS through the 2040 Turkic World Vision Document adopted at the 8th Summit of the OTS. Within the scope of the content analysis of the 2040 Turkic World Vision Document, the summit meetings that started in 1992 and the summit final declarations of the Turkic Council, later known as the OTS, will also be utilized. At the same time, as secondary sources, the approaches in articles, analyses and reports written on the 2040 Turkic World Vision Document will also be evaluated. Based on the fact that the 2040 Turkic World Vision Document has been accepted by all member heads of state, it is assumed that the document sets out the official goals of the OTS and the steps to be taken in the following process are in line with these goals. However, the compatibility between the declarations signed after the summits held after the 8th Summit and the goals in the Turkic World 2040 Vision Document was also evaluated.
