One of the indicators characterizing the sustainable development of the national economy is its competitiveness. In order to achieve this indicator, complex measures should be implemented in the country's economy, in its various fields, as well as in the regions. Currently, this issue is being solved through flexible adaptation to the changes in the world economy, digitalization and innovation. Based on the realities, it can be said that the countries and entities that are currently excluded from innovation and do not apply the principles in a timely and successful manner are like "passengers jumping from a fast moving train". In other words, the probability of the relevant country taking a decent position in the international world is considered equal to the probability of that passenger staying safe. Therefore, in order to be among the winners in the race called competition, it is necessary to take maximum advantage of all the tools and opportunities of innovative development. In any case, the basis of the innovative development of the national economy is its natural resources and human capital. It is impossible to ensure competitiveness without purposeful and efficient use of both types of resources. Because natural resources and raw materials are transformed into finished products and exported to domestic and foreign markets can be realized by personnel with modern thinking and technological knowledge. Therefore, in the development programs and concepts adopted in Azerbaijan in recent years, the goals for the sustainable use of innovative technologies and the development of human capital Their consistent implementation is aimed at the formation of a competitive economy at the national and regional levels. The need to integrate the cities and villages of Azerbaijan, freed from occupation after a long time, into the national economy makes this issue even more urgent. Taking these into account, the issues of ensuring innovative development of Azerbaijan's economy and regions, including Karabakh and Eastern Zangezur economic regions, were reflected in the presented report.
