In this study, at the public institutions of Azerbaijan, the perceptions of employees on change implementation and change management are investigated. In order to obtain more realistic findings on such issues, it is more useful to obtain data from self-information sources. For this purpose, we designed a survey consisting of 17 open-ended questions and held face-to-face interviews with 15 people working in different institutions of the public sector in Azerbaijan. Generally positive and constructive attitudes were found regarding what kind of knowledge they have about change and change management, the importance of change in public institutions, whether they have a role or not, and what skills the supervisors or unit managers responsible for the implementation of change should have. In addition, the existence of resistance to change in public institutions is an important finding expressed by all participants. A common feature among the answers of all participants is that in order to reduce or manage the resistance to change, participation in the change process is necessary in the current situation, superiors need to communicate with employees more frequently, and more visionary leaders are needed at the department level.
