Non-governmental organizations lead positive changes in various areas of society. However, funding and sustainability issues may limit these change efforts. The research reveals the potential for these organizations to further contribute to social change by identifying the necessary support mechanisms for them to operate more effectively. In this study, using the literature review and data analysis method, the financial sources of non-governmental organizations in Azerbaijan, the problems they face, and sustainability opportunities are discussed, and the evolution of civil society from the country's independence period to the present is examined. Based on the data obtained, it has been observed that state-controlled civil society gained autonomy and independence during the Soviet period. However, expert personnel, institutional capacity strengthening, and financial resilience pose significant challenges for sustainability. While civil society endeavors to enhance its financial resilience through applications to diverse funding sources, the absence of sustained financing poses a notable challenge. The future of civil society in Azerbaijan can be shaped by active participation in democratization processes and the ability to meet social needs. It can be said that sustainability depends on the capacity of organizations to continue their activities and positively impact society.
