Disengagement of school-aged children from education has become one of the main social problems of the countries of the XXI century. If in 1990 more than 100 million children were without education in the countries of the world, this indicator exceeded 113 million in 2000. In Muslim and Turkish countries, especially in the rural areas of these countries, school-age children's truancy remains a more prominent social problem. Article 42 of the Constitution of the Republic of Azerbaijan states that everyone has the right to education and that general secondary education is compulsory. Avoidance of education, this crime, mainly against girls, harms the political-economic, social and cultural development of the state. According to the education statistics of 2015 in Azerbaijan, the coverage level of pre-school education is 23.4% in cities, 8.7% in villages, and 16.5% in the country.
